Why do extra characters appear at the beginning and end of the line when typing a command in the shell?

It's not an extra character, it's an incorrectly displayed pair of opening and closing single quotes, this is how it should be: ‘/etc/localtime’
This is an encoding problem; alas, you did not give enough introductory information to be able to tell exactly where this problem is.
