Why do employers make high demands for a small salary these days?

Often looking through vacancies to keep my skills in good shape, I recently began to notice vacancies with the following list of requirements:
- Knowledge of Symfony2, Doctrine
- Knowledge of algorithms, data structures, knowledge of design patterns
- Ability to write unit tests
- Knowledge of Linux at a good level
- Perfect knowledge of front-end end - HTML5, CSS3, JavaScript + Jquery + Angular.js
Ability to create cross-browser and responsive layouts.
- Work experience and knowledge of high-load
- Show completed and working projects on Symfony 2
And at the same time the salary is from 40,000 thousand, or up to 60,000.
And the question is this:
This market has become overflowing with experienced programmers, and everything has cost 2-3 times cheaper?
Or is it most often not adequate employers?

the average salary of unskilled workers in China's factories is around $650 per month.
Yes, I have a Tajik guest worker laying tiles here, earning 5-9 thousand rubles a day.
I would go to this interview just to spit in the face of this employer for such a humiliating offer.

You don't look at the ads, you look at the real situation. Any fool can advertise.
Ask around how much someone earns and estimate his level.

In ignorance of such "employers".
There are not enough really good specialists, so you need to know your price. Attend at least a dozen interviews. And get pumped before looking for a job. By the way, this is not as difficult as it might seem at first glance.

Salary norms for a middle in regions with 1-3 years of experience. In Moscow, this is 80k-120k, but the requirements are higher. Your claims are not clear.
