There is a 4G Greenpaket modem, I installed Google's DNS server in it via the web interface - after that, when you connect to the modem via Wi-Fi from the phone (VPN is turned off on the phone), VK began to work. The computer is also connected to the modem via Wi-Fi, but VK still does not work on the computer. flushdns did, Google DNS is displayed in the connection information.

It is not clear how they checked it, but it looks like the browser's DNS cache. Just restart it or open it in another one, it should help. It's also a good idea to look into the hslookup command for DNS diagnostics.
