Why different font-size values in paragraph styles and font panel?
It doesn't make any sense, except maybe a Photoshop bug, but...
The paragraph has a style applied in which the font size is 18 pt, but the font panel shows a different size value. What's the matter?

Character styles take precedence over paragraph styles.
This may be a glitch, since it happens that you specify, for example, 20 pixels, while you have items set in preferences - type, and so, Photoshop perceives what you meant but automatically converts to the units that are set in the settings, I also noticed a glitch with the display the type of units itself, that is, it means that you have 20 pixels, and it displays that 20 points.
The conclusion is: no one is perfect, nothing is perfect)
