Why didn't the smilies show up on the site?

There is a WordPress site. Previously hosted on a different hosting. In the headlines, and just in the text, emoticons were used - scissors, balls - in short, the same ones that are on your smartphones.
After moving to a new hosting, instead of emoticons, question marks began to be displayed. Naturally - the coding.
Logged in via SSH. Entered: Selected
$ dpkg-reconfigure locales
and installed ru_RU.UTF8 and ru_RU.CP1251. The first one was made default.
Rebooted the server. Nothing changed.
What could be the problem?

Moreover, smiles are visible in the URL, but not in the title. Here is a screenshot:

Apparently, this is already in the database with question marks. Why then did emoticons transfer normally for URLs, but not for titles?
