Because the volumes are not the same as odesk and elance. There is no competition. And in our country, everyone is used to rowing loot rather than developing a service.
They do not do it because the profit from this feature will be less than the investment in it.
As for freelancing, the volumes there are generally scanty. When there was a free exchange --- everything was much more interesting, but now it's despondency and stagnation. The question is why should they develop it if it does not bring money?
The more complex and uncertain the type of work, the more convenient it is to use hourly pay. For UX design, only an hourly wage.
There is another aspect - who is more important?
When the customer pays for a fix, he is the king. And he tries by hook or by crook to get the maximum result. After everything is finished - bug fixes appear, then improvements, then something else.
When the payment is hourly, the customer independently filters his "Wishlist" and excludes any trash, leaving only the really important. Relations between the parties are more equal and respectful.
And there is also the issue of trust. If the customer completely trusts me to design his business system, then it would be strange if he did not trust me to estimate working hours. But for developers who over 50% of the time redo their work "because at first they did not understand the task correctly" and immediately relax to the limit when no one is looking after them - with such hourly work is not reasonable. eight -)
Because, for the most part, neither customers nor performers are ready for this.
