GEOIP databases are speculative and inaccurate.
There is no regulation that ties IP to geography.
Moreover, cellular subscribers receive gray addresses from the operator's internal network, and only the operator knows where the operator's network is physically gated on the Internet.
So it may be that everything shows you correctly - and the gate machine with this IP is physically located in Khabarovsk

The telecom operator / provider, according to the contract, provides you with access to the Internet. But for sure, there is not a word in the contract about which gateway he will do this through. And if the provider is easier, cheaper, or just organized in such a way, he is in his right. Yes, in general, you can go to the Internet through a highly anonymous proxy.
I'm not talking about the fact that the block of addresses was issued to the LIR and was initially described by its location. And if he does not deign to clarify the geolocation of the sub-block (and for his internal network - what for would he need it?), Then you will think that the address is at the LIR headquarters, and he is actually in the darkness.
