Why did the drop-down menu on the site stop working?

There is a site (geocat.esy.es), where the main page contains a menu with sub-items (it is the same on all other pages). However, on the main page, sub-items no longer expand when hovering over a menu item. The rest of the pages are fine. What is wrong with the code and how can it be fixed?
