Why did the computer stop turning off?

Hello. There was a problem with the desktop, to be more precise, it stopped turning off normally. The power indicator on the button of the system unit continues to burn, inside every 3-4 seconds clicks of the on / off toggle switch are heard, and so on ad infinitum. There is no image (there is no signal on the monitor). As a result, to turn off you need to hold down the power button. The next time you turn it on, the BIOS settings fly off, but otherwise the computer works fine. Sistemnik old i5, motherboard Gigabyte GA-P55UD3

Change the battery on the motherboard, the one that is BIOS but not BIOS but RTC :)

Inside a computer, especially a modern computer, there are no "toggle switches", all the more capable of clicking.
Other components in the PSU may click, but it doesn't matter. It is important that the computer looks like the PSU is trying to restart, but cannot.
Change the CMOS battery - CR2032.

First, change the battery (it costs 100 rubles maximum, but you can find it for 50).
After that, the problem with resetting the settings will be solved, but about another problem (with clicks) - if it is not solved, then the problem is not only in the battery, but also in the power supply (which stupidly cannot be pulled out and because of this it does not start with first time).

There was (and periodically continues to emerge) a similar problem on the MSI Z97-7A.
In my case, two options appeared.
A simpler option - if nothing burned on the board, the BIOS bugs, After a glitch, the Device manager shows the Intel Management Engine Interface that has flown down.
Treatment - switching to a backup BIOS, flashing BIOS to the latest version from the manufacturer's website (even if the latest version is already installed). Then, possibly, but not necessarily, reinstalling the chipset and IMEI drivers
The second option is a hardware failure of the BIOS chip and / or switch between BIOSes. I was lucky - I caught both, and the switch died in the "middle position" - safely turning on both BIOSes at the same time, and it all happened during the flashing of the BIOS. This thing is treated only by repair - by replacing the microcircuit and the switch. The cost of such repairs is not small and most likely economically not very profitable.
PS If you overclocked your computer, reset all memory overclocking settings. It helps too.

Audible sounds - it's possible, the sounds of a screw that tries to start and fails, SATA initialization fails, the computer gets into the position of a company machine gun.
Perhaps these are the sounds made by the BP - for some reason it tries to restart the mother, but cannot.
What can be done:
- Smell ! Burnt insulation has a very characteristic smell. Also, carefully examine the mother - are there any traces of a short circuit, damaged parts, do not be too lazy to open the PSU, and also inspect for burning and short circuit.
- Check the propeller to see if it starts normally. If he starts jerking his head (just at the same time he makes a very characteristic sound) - save the data, if necessary, change the screw.
- Change the BIOS battery
