The same situation - instead of commented lines, it returns their fold '...' (pycharm professional, ubuntu 20.04, don't forget to switch the keyboard to en). For the sake of interest, I installed Sublime Text 3 on the same machine - on it 'Ctrl + /' comments the lines normally. M.b. can anyone tell me: which configs need to be corrected or in which Settings options to set the checkboxes?)) Yes, I installed pycharm-community - the result is similar to the professional version.

For commenting to work in Russian, first you need to remove the Ctrl + combination.
Then add Ctrl+. to the comments section
