How to set up and test pydev in PyCharm?

Upgraded from windows 8 to windows 8.1 .
As a result, the debug mode did not work on PyCharm 4.0 .
I put breakpoints , but the debugger does not stop on them.
I completely demolished PyCharm, Python, reinstalled, open and re-launch my project in debug mode - still does not stop at breakpoints.
Even installed older versions of PyCharm - 3.4 and Python.
Still no stop at breakpoint's.
Put various breakpoint's - there is no stop. Created the simplest projects - there is no stop.
As I understand it, a glitch in pydev, which is included in PyCharm by default, since the line is written in the console when launched:
Connected to pydev debugger (build 139.574)
Apparently when deleting in windows, not everything is deleted?
Tried running PyCharm as administrator, turned off antivirus, firewall turned off!
