Why could standard hotkeys stop working?

I recently noticed that I can no longer comment on code using ctrl + / in text editors and IDEs, the rest of the combinations seem to be in place, but I might not have noticed. Could some config change in win10 itself or is it some kind of software add-on? In general, I need help, without convenient commenting, life is very bad.
