I see this option (infa is not 100%, but worth a try):
1) there are 2 users on windows
2) log in as user 1, run something like teamviewer in the background
3) switch the user without leaving the system (win + L ) and let user 2 do what he wants
For non-commercial use, TeamViewer is sufficient.
It is not entirely clear what you mean by "It is desirable that another person could work at the home PC at this time." If you move the mouse and type on the keyboard at the same time, the results will be predictable. And if you mean that in turn - then no problem.
