Why connects by name to the machine?

Hello everyone, this is the question.
At work in the domain network, VirtualBox is installed on the computer on it, one CentOS8 with a dynamic ip is not entered into the domain (I set it for myself, I study on it) using the built-in SSH client in Windows, I can connect to the machine using the machine name and user (With any another machine via the built-in client in Windows also connects by name). If you use Pytty and try to connect to the machine by name, then an error is generated with the info that the name was not found by ip, everything works fine. Why so or in which direction to dig?
And the second case, Esxi is at home and it also has a CentOS8 network that is not a domain network, and so, I can only connect to it by ip, by name it doesn’t work in any of the ways, why is that?

In the first case, I won't tell you, but in the second - there is no record of this machine in your dns server.
The same is true in the first case, since the putty does not see it by domain
