Why can the Windows loader on a working HDD constantly crash?

There is an old candy bar. After installing the HDD into it, after a few days, Windows 10 went into a permanent reboot at the recovery stage.
They put the seven, and a completely new hard, checked after the purchase by Victoria - it was in perfect condition. Again a couple of days later:

Status: 0x000000f
Info: An error occurred while attempting to read the boot configuration data.

Of course, I will now execute bootrec.exe, etc., and the loader will be fixed. But why can this happen with a known good HDD?
