I choose a computer for games and programming. I want to be able to play cs go, gta5, witcher3. What parameters should be looked at? Maybe it's 16 GB. Or can you just tell which computer is better?

The ryzen 5 2600 is a tad cheaper than the 9400F but almost double the performance.
and the ryzen 5 3600 is slightly more expensive, but even faster.
Unless Intel is better with virtualization, but if you are not developing for android, or something like that, then I would recommend ryzen, and vidyahu 1660 super, if it fits into the budget. Take the ballistix memory, the motherboard on the B450, overclock it a little, and be happy.
ssd 120Gb is probably enough for programming, but it will be crowded with toys on it. Life hack: connect a regular HDD, and use symlinks to transfer to ssd only what you are playing right now.
16 gigs of RAM is fine.

You need 16 Gb of RAM, but you can add it later, if you are going to play, then you need an SSD at least 480 Gb, otherwise what's the point in it? Will you put games on hard? All software should be on the SSD, and on the hard file washer.
