Why can't Visual Studio see the .NET Framework?

Hello.
Please tell me, in Visual Studio 2013, I have a project that should display an Access database in a DataGridView element. But when adding a data source and selecting a file, it displays an error:

The requested .NET Framewor data provider could not be found. Maybe it's not installed

Searched the internet and installed the .NET Framework Developer Pack. But again it throws an error.

Hello. Why don't you upgrade to a newer version of Visual Studio? I think the problem should go away.
