Why doesn't vs rebuild the project?

I open sln file in vs. I click "Local debugger", but the old project is launched. I even tried outright nonsense to add, which cannot pass, but the project still starts, what am I doing wrong? And if possible, advise some articles about the work of compilers in principle, and in particular vs. Thank you.
