Why can't Unity be installed via the Unity Hub?

I'm trying to download Unity via the Unity Hub:
I go to Installs, click Add, select the version of Unity (tried several different ones), select build support for android (I also tried downloading without components at all)

The download starts and after a while an error appears: Failed to download Unity from [ some url
] it doesn’t appear anymore, but after several such attempts, the download in Unity Hub stopped showing up at all (although it can be seen in the task manager that it has begun)

I tried to reinstall Unity Hub, run it as admin
. Everything was the same on the second computer
