Why can't players connect to the server?

Hello, I bought a VDS on ovx (France) for the Minecraft Pe server project. Debian OS 9. Many players cannot connect to the game, only a few. It was possible to join only by going through the PC, but some from the phone. Opened the ports manually, did not help. Wrote in support - too. Before that, I took equipment from the Russians, everything worked stably. What do you think, what's the matter? Maybe I misconfigured iptables or firewall?

Try to allow the incoming/outgoing port in the firewall

If customers are from Russia, then for several years, regardless of the type of service, although with a small but noticeable probability there are connection problems, it is impossible to predict, each provider breaks the Internet in its own way, ... the reason is that criminals are in power in Russia, formally laid the right to break the Internet on Roskomnadzor, which is already forcing providers to get up fierce fucked up, using inappropriate means, rules and resources for this, due to which a random website or service may be stupidly unavailable.
Keep a separate server in Russia, if necessary, you can leave the usual port forwarding on it to your real one (but in the case of minecraft, it’s better to keep the server itself, let the geographical localization match the language one).
