Why can't Photoshop open png?

I created an image in photoshop, saved it in .png format, now this image cannot be opened by photoshop itself or by MS paint, even when I use this image in my android program (I'm not making a big toy) it is displayed very distorted (everything is in color stripes), the image is simple (black background with white dots), why and how to fix it?
