Why can't Packer find the ip of the virtual machine?

I'm trying to build a virtual machine using the packer template. Everything breaks at the provisioning stage.
In the logs they write:

Where to dig at all, how does he try to find out the IP?
Perhaps somehow you can slip the IP-shnik into the packer manually?
