Why can't I open the router settings?

Hello dear experts.

This is the first time I've encountered such a problem.

My grandmother had a snowstorm in the village, after which, I believe, there may have been a power surge and the Internet stopped working (also now the freezer in the kitchen does not work).

Internet goes through adsl.
There are 4 lights on the router (power, dsl, wlan, lan1).
When I want to go into the settings 192.168.1.1 - writes "failed to open the web page."
I tried to log in through a laptop and a phone, I reinstalled the computer, turned the router on and off, reset everything on the router, checked the cables, called Rostelecom technical support (they said everything was fine on the line, something with your equipment). I don't know what to do anymore, it still won't open the settings.

Usually, in this case, it is not the router that dies, but only the power adapter. And he could not completely die, but "burn out" (gives out insufficient or unstable voltage) and as a result, the router creates only the appearance of work. Check the label on the power adapter for the rated output voltage and maximum output current. I recommend looking for another power adapter with the same voltage and the same or higher current, and try turning on the router with it.

Algorithm:
1. Check the integrity of the patchcord with which you connect the router via lan cable to your laptop.
2. Try to reset the cache, open incognito, open in another browser, try another laptop.
3. Turn off the firewall or antivirus (it sometimes cuts), especially some kind of crappy avast.

... after which the router stupidly burned out, especially D-Link, which change in batches after a thunderstorm. Don't torture the animal, change it.
