Why can't I open standard programs?

It all started quite simply. Through opened files and folders. While I was looking for a solution to the problems, I temporarily used the reset of correspondences. A new problem came up today. When trying to open the "Administration" item in the control panel, an error popped
up. Almost all tabs and standard applications like scissors did not open. After a reboot everything was back to normal.

The easiest way is to create a new user. There are also .reg tweaks, or resetting windows, or system restore, and a bunch of ways to subdue the system.
