Why can't I install the ncdu utility?

I'm trying to install on Oracle Linux, I'm connecting the repo:
dnf install epel-release

I get an error:

No match for argument: epel-release

Accordingly, it does not work either:
dnf install ncdu

Through yum the same

The repository had to be installed like this:

dnf install https://dl.fedoraproject.org/pub/epel/epel-release...
