Why can't I install sudo on FreeBSD?

Stop.
deleted everything in the /usr/ports/ directory
then did:
portsnap fetch
portsnap extract
portsnap update
As a result, nothing has changed

so update pkg, you also wrote that pkg version 1.6.0 and higher is required, and you have 1.5.4

pkg update
pkg upgrade pkg
