Why can't I install proprietary driver for AMD graphics card under Ubuntu?

I believe that such questions are acceptable on the toaster, in view of the fact that there are a large number of IT people here, and the answer can be obtained very quickly.
The essence of the problem is as follows:
I have an Ubuntu server 10.04.4 LTS, today I plugged a Gigabyte 7950 into the machine, plugged a DVI monitor cable into it, in the BIOS I chose a PCI card as the main display device (there is also built-in graphics.)
The system starts up, the monitor displays what is needed , but there is no suggestion to install proprietary drivers, and in System-Settings-Device Drivers it is empty, the menu item Application Sources → Additional Drivers is simply not there.
What else can be done - I do not know, I'm just starting to master ubuntu.
The device is found like this:

Read, when I mastered Ubuntu, I also hung on this issue, and now everything is done very simply.
Have you tried going to the official AMD website and downloading the latest Linux driver? It is there in *.gz format, after downloading in the console, unpack the archive and run the installation. That's how I put firewood on the video.
Damn, well, it's not harder to find in Google than to find it. Now, if something doesn’t start for you, then it’s another question, but this one is completely childish ...
Just don't download the latest driver, but first look at the X version and pick up firewood for it. and then it will be "help the black screen what to do" ...
