Why can't I initialize the hard drive?

Not when I didn’t come across this, I just knew how to reinstall Windows from a USB flash drive, but here my mother doesn’t start Windows on a beech, I inserted a bootable USB flash drive, I press next ..., and in the window where you can split the disk, format it empty, tried system recovery , rollback, diagnostics, nothing helped returns to the previous menu. I also went to the command line, wrote diskpart\u003e list volume, as in the picture, but it only shows a bootable flash drive for me

It also wrote bootrec /ScanOs found windows 0, other commands denied access. I put it hard on my computer, in disk management, tried to initialize it, writes it was not possible to find the specified file.
