Why can't I immediately capture a photo from the camera in mobile browsers?

I guess most phones now have a camera. And sending files mobile browsers have long mastered. So why don't we see additional buttons next to the fields for attaching files, with which we could immediately capture a photo from the camera and attach it? Why are we still wasting time on the extra step of taking a photo, saving and selecting a file from the file system?

Or is it already there and I'm just behind the times?

Probably because no one wants it. If you need to immediately after you take a photo, upload it, say, to some kind of photo hosting or to a social network, then there are some applications for this (I'm not sure, but most likely there should be).
And so, firstly, this is not necessary, and secondly, it will litter the already oozing HTML5 standard.

I don't know about other browsers, but under symbian 9.4 there is an application for social networks with a built-in browser (twitter, formspring, facebook, etc) - Gravity. There is an attachment of the image from the camera. Apparently, in the rest of the software it can be - just the demand is limited.

Security. Imagine a site that discreetly turns on the camera and sends your photo somewhere.
