Why can't I get new offers on Upwork?

Lately there are no offers at all. Out of 16 submissions (half of the connections), not a single invitation. Many are invited from the search, but then they are silent like fish. In order:
Profile: 260 hours, 3k+, 100% job score, top rated, 4 reviews, 6 jobs
Search: I visit and check regularly when I have time, feed. I respond to offers < 1 hour or where there are still few offers from other
Cover letter: Here I have a template with links to 4 of my projects, a promise to quickly complete the work, a trial job offer and Skype. I try to
quickly copy-paste it and sometimes add something according to the situation

Write individual proposals. Copy-pasters are of little interest to anyone. You can use template phrases, but you need to write not so much who you are, but explain to the client how you can help him.
This is the key to success.
Try to imagine yourself in the place of the client. Who would you choose?
