Why can't I get internet via wi-fi in windows 10 via mobile hotspot?

Hello.

  • flashed USB modem, which is defined in the system as a local network
  • laptop on windows 10
  • windows 10 computer with wifi adapter
  • 2 phones (asus and samsung)

A USB modem is inserted into the laptop and a mobile hot spot is launched. The computer connects to the network, but does not receive an ip address and is not displayed on the laptop in the client lists. Registering ip "manually" also does not work. One would think that the matter is in a laptop or in a usb modem, however, 2 phones connect to wi-fi without any problems and work.

If you run diagnostics on the computer, the following message will appear:

If you try to put a modem in the PC and distribute it via a wi-fi adapter, the situation is even worse: even phones do not connect (error: unable to get an ip address)
Why does this happen and how to solve ?

or just to the Wi-Fi?
