Why can't I connect remotely to mongodb?

Trying to connect while on the server:

$ mongo
MongoDB shell version: 3.2.11
connecting to: test
> use admin
switched to db admin
> db.auth('mongo-root','пароль');
1

However, I can't connect remotely.
$ mongo <ip-адрес>/admin
MongoDB shell version: 2.4.10
connecting to: <ip-адрес>/admin

almost all bases allow connection only from localhost by default security considerations
