Why can't I change the static IP for the Mikrotik client?

It is not possible to change the static IP for the Mikrotik client. I do it in the following way:
1. Open the IP section > ARP tab;
2. I click on the desired client;
3. I click Make Static;
4. I change the IP in the entry to the desired one (I think this is not done this way).
The address becomes static, but it cannot be reassigned.
