How to raise a proxy on a Windows PC through 3proxy?

The task is to raise a proxy server on a regular PC and then use this IP to register in the social. networks
Found a 3proxy solution but could not figure out the config.
On the output, you need to get something like: mylogin:[email protected]:80 with login and password

but the 80th port in Windows may be busy, it is better to raise it on another one.
installation - run cmd.exe with administrator rights, go to the 3proxy directory and issue the command
