Why can't I ask questions?

Good evening, I'm just studying on iOS as a developer from the courses, everything is very clear, but when it comes to homework, we are required to perform complex tasks that were not even closely described in the presentation on this topic, there is no hint of how to solve it or there are no examples of solutions .
Asking any question on this site is immediately deleted, is it not allowed to ask questions to beginners here? Or let the fittest survive?
If so, then tell me the resources where you can see not only the syntax of functions, but also examples of working with them

Don't ask to solve a problem for you. Try it yourself. Stumbled upon something that is not clear - ask about it that is not clear.
But if it will be something quite entry-level - do not be offended if you are sent to learn the basics. The basics are explained everywhere at a normal level.

Many people confuse a toaster with "freelancing" :) They don't solve problems here. Questions are answered here.
That is, the question should show what has already been done, what has happened and what is not clear. For example. The question "We need to add two matrices" - will crash
immediately with the reason "This is a task, not a question"
