Is there a Telegram bot for Q&A resources (like this one), and how can the administration treat this kind of notification bots?

Reformulated the question in order to avoid violations of the rules of the resource.

Maybe there is a universal bot for subscribing to notifications from similar sites?
How can the owners of Q&A resources react to the creation of this kind of bots?

We are talking about a telegram bot for subscribing to notifications about questions, answers and comments.

There is no API.
I draw your attention to the fact that:
clause 2.3. of the rules of this Service requires: Make sure that the published question is not addressed to representatives of any particular organization or any particular project. The publication of questions that only representatives of a particular organization can competently answer inevitably leads to provocation of violations of clauses 3.4, 5.14 - 5.17 of the rules of this Service. Remember that to contact the administrators of electronic resources, you should use the communication channels provided by these administrators, for example, if we are talking about this Service, the feedback form.
clause 3.1. The rules of this Service require: Indicate only tags that are directly related to the question.
The API and TELEGRAM tags are clearly redundant in this question.

I parsed recently. True, I did not spars to the end, but up to about 600,000 questions (although there are 435 thousand questions, since the rest have been deleted - spam and others). It was interesting to look at the questions on the number of subscribers, answers, views, etc. If you decide to parse, I can give you about 435 thousand html pages (from the first question to 600,000). I have them in several archives, with a total volume of about 13 - 15 GB (and they are in my zip archives!)
There is an idea to pull out the time of asking the question, the time of the answers (and the dates of course) and collect statistics on what day (time) ask more questions when they give more answers, and so on.
I parsed about one request per second, there were no problems.

In theory, you can write a bot that will parse notifications from your mailbox.
As a matter of fact, a relay of notifications from mail to a cart.
The question is, of course, on a scale (for personal use or a service for the masses of people).
This seems to me to be a completely legal option, since all notifications can be received in your mail and technically the site will not have to be parsed.

In theory, this is called parasitism on the resource.
I do not think they will be delighted with this idea.
