Why can't I adjust monitor brightness in windows 10?

The video card driver is not the correct one. Known issue. If you have an integrated Intel HD card, then try to install the exact driver that is for your specific video card model.
You can download the 'DriverEasy' program which will update all your drivers.
PS You have a monitor driver in the photo, not a card.
