Why can't I add a sector to USB?

, I'm trying to add a partition to usb under a poppy, but it doesn't work. The flash drive is in exFat, in Disk Utility the ability to add a partition is lit, but the "plus" (which is directly responsible for adding) is not lit.
I tried to format it in HFS +, then the plus also lights up, but nothing happens when I press it.
I tried it in the terminal using
diskutil partitionDisk /dev/disk2 GPT ExFAT First 10g
, but this command formats the entire flash drive in exFat, and I expected a separate section of 10 GB and the name First /dev/disk2 (external, physical):
