Why can't I access the Wd MyCloud EX4 web interface?

Hello. Such a problem: there is no access to the web interface from the WD MyCloud EX4 cloud storage. When you try to connect through the IP address, it does not go further than this:

Nevertheless, there is access from the conductor (via LAN):

On the piece of iron itself on the front panel, all LEDs are constantly blinking blue.
What could be the problem? Why is there no connection to the interface?
