I can not connect via ftp to any server (windows 11, tried different clients, and in explorer).
Perhaps the problem appeared after installing the ftp server (deleted it already)

It seems that ports 21, 20 are closed ... the firewall turned off, reset, did not help.

um... where are you trying to connect to?
filezilla client should work 99% of the time
what is written in the error?
what does telnet give out - if you test the connection?

at the command line, type netstat -a and see if port 21 is busy with something.
