Why can't a domain administrator access network settings on a domain controller?

Just raised a domain with a new forest. The domain administrator received the local password, everything is as usual. On windows server 2019.
Logged in as a domain administrator, and tried to open the network adapter settings, just to see what I had there. And I saw this message:
Now you don’t need to change anything there, but I wonder why this is so? on 2012r2 it was possible to open.
The fact that the domain administrator is a local administrator checked, everything is so.

Crooked update. You are most likely trying to open the settings through the new interface. He has such glitches.
Open the settings through the classic control panel, everything works fine there.
