Why can't /0 mask be used in windows?

There is a zyxel gs2200 switch to which the admin panel was locked to a specific src ip, conditional ip addresses:

192.168.1.253 Switch panel address

195.95.96.15 Locked to this src address to access the panel

The solution path that I saw is to take any computer located on the same Ethernet network with with this switch, set it to ip 195.95.96.15 with a subnet mask of 0.0.0.0 and get into the admin panel, but windows does not allow you to set such a mask, I would like to know why, thanks in advance.

The 0.0.0.0 mask is only used to specify a default route. https://en.wikipedia.org/wiki/0.0.0.0

Well, let's say you can take a smaller mask, but this will not help in any way. At the switch itself, the mask is most likely of type / 24, that is, it will not see addresses outside the network 192.168.
Alternatively, if the address of the gateway registered on the switch is known, you can assemble a scheme with a router through which the switch can already see the desired address.
