Why can some participants give more than one answer to a question?

Accidentally stumbled upon a question from three years ago, in which 2 answers were given by the same participant.

I wonder if this is a feature or a bug?

This is a 2013 question. Then the questions were implemented in the form of publications on Habré, and the answers - in the form of comments to them. The number of comments on one publication was not limited and any user could leave an unlimited number of "answers". Later, all questions and answers were transferred to a separate engine on a separate domain, where there were restrictions on the number of answers. But the answers already available at that time did not fall under the restriction.
