Why habr lags?

For several days now, when I have been using the qna.habr.com website, I have had such a problem, sometimes when the page is loaded on the hub, the ERR_CONNECTION_TIMED_OUT error appears, and it appears quite often (in 20 percent of transitions or page refreshes) and it is quite infuriating. Although my Internet is slow, qna.habr.com is the only site where such a problem appears, why is this happening?
