Why can mouse and keyboard settings be reset in linux?

The mouse and keyboard are reset to any settings after reconnecting the USB whistle, exiting hibernation or turning it off. After a reboot or shutdown by removing the battery from the controllers, the settings are saved.

OS: Fedora 32
