Not just from 8:00 to 8:30 or from 15:30 to 16:00, but the total amount of time (a person can access the Internet for 5 minutes every hour).

I think that in 30 minutes you can download pages for the whole day ... It's better to limit it at the level of each PC - either with the Parental Control solution (example nicekit.ru/parental-control/time-boss.php ) or monitor all software ( crocotime .com/ru ), and then punish violators with administrative measures (salary reductions, non-payment of bonuses, reprimands)
In parental control systems, you can limit access to each program (in your case, the browser) in time
