There is a Debian based ftp server (vsftpd) on the local network. Clients from different subnets connect to it. Each subnet uses its own connection type - adsl or 100-megabit ethernet. It is necessary to configure the ftp server traffic speed limits in such a way that adsl has a low speed, and more for ethernet. Those. for each subnet, you need to set a speed limit that cannot be exceeded. There are many subnets. FTP access is anonymous.
