What happens if there is no access to the primary DNS server?

There are 2 remote offices. One has a DNS server (centos) with allowed transfers, another office has an additional zone (transfer) set up on dns-windows. What is fraught with rupture of communication between offices? Will dns work on windows if it does not have access to the main one?

Um, it seems to me that the desynchronization of records between these two servers will increase, that is, in office 2 they will not know about the records that office 1 knows about and vice versa, respectively, if in office 1 they poke on the corporateportal that was added to the dns of office 2 after the connection was broken then they can't get there.
And on windows, the dns that is registered will work: if 10.0.0.1 is not available, 10.0.0.2 will be picked up

will work, when the timeout for records ends it will stop working, I usually set it for a couple of days
