Why buy user licenses for 1C:Enterprise if we buy 1C:Enterprise UT?

We got on the phone with one of the "franchisees" of the yellow bureaucrat, set the task: we need a system like moysklad.ru. Accounting for goods, ordering, inventory and all the like, but what would work in the cloud (through a browser), in other words, you need 1C: Enterprise Trade Management.
After +/- butting with the manager, we managed to explain that we will not use the yellow CRM, because we like Terrasoft Bpm'online, we also don't need the yellow bookkeeping, because. "Moe Delo" fully covers our accounting tasks, and 1C Bitrix will not replace a custom site on Ruby On Rails covered with tests and having features that their standard clients in gaudy suits have not even thought about.
Received a commercial offer:
* 1C: Trade Management 8 edition 11 (ITS for 3 months)
* 1C:Enterprise 8. Client license for 5 workplaces
* ITS according to the scheme 8 + 3 + 1 for the configuration Trade Management 8
ITS okay, you have to sell your services, you can’t buy a Maserati for one commission from sales, but guys, why do you need " 1C:Enterprise 8. Client license for 5 workplaces" if we buy "1C: Trade Management 8 edition 11 (ITS for 3 months)"?
There is a suspicion that this is a desktop client (but we want to work through a browser). Is it possible to refuse this product without compromising common sense?

Position number 1 - the main supply. Actually the product itself. Includes: platform + UT configuration + single user license. In browser mode, this is a license for 1 (one) connection.
Position #2 - 5 additional licenses, i.e. now you can open 6 (5+1) connections to the base. 5 licenses is the minimum package. Buying one percent is 20 more expensive.
Position number 3 - paid support. Why are they presenting this to you now is not clear, tk. the first 3 months will be subject to preferential (included in the delivery) support. And after 3 months, a lot can change :) In general, this is not a mandatory item at all now.
Don't worry about the commission from the guys - there is a 100+% markup, they have nothing to cry about.

So like 1C:Enterprise 8 is the platform itself. And Trade Management is just an add-on. It will not work without 1C:Enterprise

UT is a product made on the 1C Enterprise platform. Accordingly, you need to have licenses for both the platform and the product.
Platform licenses are needed regardless of the type of connection (web, thin, thick clients).
