Why brakes MacBook pro 2014 + 4k monitor Samsung U28D590D?

I bought, for my MacBook pro 2014 the most expensive configuration, a 4k Samsung U28D590D monitor.
Connected via HDMI cable that was in the box to the monitor.
And I saw very big brakes. It’s not possible to work, it’s more convenient to work on a TV, even if it’s fullhd, but still a TV and not a monitor that should seem to be sharpened for work.
After I played games, it was impossible to do the same, so I played for 5 minutes. The brakes are even bigger. The window moves from left to right in two jerks, fps is about 2-3 frames per second, at best 15-18 sometimes, in good weather 22-24. But not even 30.
Is this normal for a MacBook? Is this normal for this monitor? What can be done?

Because, only high-end video cards can fully work with a 4k picture, and in general, your macbook simply cannot cope with this load.
